Bangladesh has achieved an average annual growth rate of about 5.5% over the past decade, mostly attributed to the rise of a dynamic private sector. Bangladesh, however, needs to accelerate growth for faster poverty alleviation and for becoming a middle-income country in the next decade. This will require a significant boost to investment rates, with most of the incremental investment coming from the private sector. Recognizing the vital role of the private sector, the Government of Bangladesh (GoB) is taking the necessary steps to provide an enabling environment for the private sector in terms of infrastructure, economic governance, capital markets, law and order, education, and fiscal policies among other factors. The Prime Minister's Office (PMO) naturally plays a central role in driving the Government's efforts. As the chief civil servant in the Prime Minister's Office and the second ranking civil servant in the government, the Principal Secretary plays a key role in policy formulation, coordination, and implementation across the government. The discussion will provide an opportunity to hear from the Principal Secretary, about the view at the top level of government, of investment, the private sector, and major GoB initiatives like Public-Private Partnerships.
About the Presenters
Mr. M. Abdul Karim is the Principal Secretary to the Prime Minister of Bangladesh. He joined the Bangladesh Civil Service as a member of the Administration Cadre, and has held a range of positions in the Government of Bangladesh throughout his career. These include being the Economic Counselor of the Embassy of Bangladesh in Belgium, Chairman of the Bangladesh Petroleum Corporation, and Secretary of several ministries, including the Ministry of Commerce, the National Board of Revenue, the Ministry of Home Affairs, and the Ministry of Communications. He has degrees in chemistry from the University of Chittagong, in addition to a Master of Social Science from the University of Birmingham, where he specialized in Development Administration. Mr. Karim has also published a book entitled "The Upazila System of Bangladesh", and written articles for the journals of the National Institute Local Government and the University of Chittagong.
